Shawn Foster, Ed.D, serves as the superintendent of the Orangeburg County School District (OCSD), in Orangeburg, South Carolina. With an illustrious career spanning over two decades in school and district transformation, he has occupied diverse educational leadership positions, including roles as a school counselor, assistant principal, principal, and Deputy Superintendent/Chief Officer of Operations and Student Services.

At OCSD, Dr. Foster is steadfastly dedicated to ensuring students receive the highest caliber of instruction. He is at the helm of a paradigm shift in education, pioneering new initiatives and programs aimed at markedly enhancing opportunities for OCSD students. Dr. Foster successfully championed a $190 million bond referendum and secured an additional $40 million to construct a new school, solidifying his commitment to fostering excellence in teaching and learning within OCSD.

Beyond OCSD, Dr. Foster actively contributes to various esteemed committees and boards, including the Executive Committee of the SC Superintendents Roundtable, the South Carolina High School League (SCHSL) executive committee, the NIET Advisory Board, and the Advisory Board for MUSC Hospital Orangeburg. He is also a distinguished Riley Institute Diversity Fellow and is currently undertaking the Racial Equity Leadership Network (RELN) Fellowship through the Southern Education Foundation.
